Art. 25 reports a strain in relations between the Vatican and Israel after the pope failed to mention Israel in his list of countries that have suffered terrorist attacks recently. The Vatican responded to Israeli claims that it was tacitly legitimizing Palestinian terrorism by stating that it was not always possible to respond to attacks immediately and that it would be unfair to condemn Palestinian attacks without also condemning Israeli reactions which are not always compatible with international law.
