For the first time ever, the committee of suggestions and complaints in the People’s Assembly is preparing a study about the Khat Al-Hamayouni7 and the ten conditions organizing the building of churches in preparation for a law to regulate all places of worship.
Mohammed Guwaily, the chairman of the committee says that he wrote the study on a personal initiative after receiving several complaints regarding the building and repair of churches. The Khat Al-Hamayouni is one of he constant complaints of Copts and is an issue that is used by the immigrant Copts to attack the Egyptian government. The lawyer Mamdouh Nakhla filed a law suit demanding the cancellation of this law as well as the decrees regulating the building of churches which were issued by a deputy minister in 1933. Nakhla asked that the law should be referred to the higher constitutional court. It is worth noting that the same lawyer has led a law suit against the President demanding that the Presidential decree assigning the decision to build and renovate churches to the governors, should be canceled.
