This issue arises in addition to the one of alleviating the disputes over the comprehensive framework agreement for the management of the Nile’s resources and preserving Egypt's historical quotas in the river.

Dr. Ismāl Abd al-Jalīl, former Chairman of the Desert Research Center and international expert in desertification, said that Egypt is mainly responsible for agricultural development in Africa, including the Nile Basin countries. This is also in accordance with the "NEPAD" initiative, noting that Egypt's role in the management of the agricultural file would help promote cooperation amongst many African countries who would help Egypt in pressurizing the Nile Basin countries in order to reach a comprehensive agreement preserving Egypt's rights in the river's water and contributing to the activation of joint cooperation frameworks.
