According to the author, reality does not show that Egypt is a civil state as it ought to be. He bases his argument on the presence of the second article of the Constitution, which stipulates that Islamic sharī'ah is the major source of legislation.
The author compares this article with article 149 of the 1923 Constitution, which according to him, constitutes citizenship. He argues that the current article is the result of President Sadāt’s alliance with political Islamic movements in the 1970's and points out the consequences of that alliance.
