As a compromise, the Supreme Council of the Armed Forces (SCAF) has made this decision to allow for both strong political forces and parties, and at the same time, a chance for those who do not belong to a party to enter the elections as a candidate.

It was also revealed that SCAF will be using their right to appoint one third of the Shura Council in the next elections, to satisfy the smaller parties that will not get seats in the next election.
