In his report, Ramzī accused Major General Habīb al-'Adlī, former Minister of Interior Affairs, of being involved in the explosion of the church at the very first minutes of the new year (Year 2011). The attack resulted in 24 deaths and more than 90 injuries.
His report is based on a statement of a British diplomat. The statement came as a justification of U.K. persistence on the step down of the former president and his regime, especially the Ministry of Interior Affairs.
The British diplomat said that the British Secret Intelligence Service (SIS) had evidence [Egyptian audio and printed documents] that proves the involvement of al-'Adlī.
He added that six years ago al-'Adlī formed a secret organization that was run by 22 officers, in addition to some of the members of the Islamic groups [spent a long time in prisons], a number of drug dealers and thugs that have criminal records.
This organization could threaten a total destruction of Egypt if in anytime the regime was jeopardized.
SIS also revealed that Major Fathī 'Abd al-Wāhid [close friend to al-'Adlī] started on September 11, 2010, to prepare Ahmad Muhammad Khālid [spent ten years in prison] to gather Egyptian extremist groups to explode the church. Khālid indeed gathered a group called 'Jund Allah' and told them that he got equipments from Gaza that can blow off the church to 'discipline Copts;' the leader of the group liked the idea and recruited 'Abd al-Rahmān Ahmad 'Alī to execute the operation. 'Abd al-Rahmān was told that he would only park the car in the vicinity of the church and it will self-explode, but what happened is that Major Fathī had a portable remote and remotely detonated the car before 'Abd al-Rahmān had even exited the vehicle. The church then exploded.
Major Fathī then asked Khālid to call the leader of 'Jund Allah' group, Muhammad 'Abd al-Hādī, and meet with the Major at an apartment in Alexandria to discuss the results. As soon as the three of them met, Major Fathī arrested them both [Khālid and 'Abd al-Hādī] and transfered them to Cairo by a new ambulance. He was able to deliver them to one of the special buildings of the Ministry of Interior in Giza in two hours and a half. Both of them were imprisoned until the uprising on Friday (September 16, 2011) where they managed to escape and reach the British Embassy in Cairo for protection.
