I propose that this assembly should be composed of the following:
18 neutral judges, counselors and jurists, not associated with a political or religious stream to draft the constitution in a way that no problems or obstacles occur, as it happened in the assembly that made the constitutional declaration before. There are many of this kind: Muhammad Nūr Farahāt (Dr.), Ahmad Kamāl Abū al-Majd (Dr.), Māhir Sāmī Yūsuf, Samīr Tanāghū (Dr.), Tahānī al-Jibālī, Nuhá al-Zayinī, Makram Lam'ī, Rajā’ī ‘Atīyah (Dr.), ‘Ātif al-Bannā (Dr.), Georgette Subhī ‘Abduh Qalīnī (Dr.), Nabīl Ahmad Hilmī (Dr.), Tharwat Badawī (Dr.), Yahyá al-Jammāl (Dr.), Laylá Taklā (Dr.), Labīb Mu‘awwad and Tharwat al-Kharabāwī.
10 female representatives of every spectrum and sort. Namely, ‘Azzah Haykal (Dr.), Bāsmah Mūsá (Dr.), ‘Azzah Kāmil (Dr.), Samīrah Lūqā, Durrīyah Sharaf al-Dīn (Dr.), Nīvīn Mus'ad (Dr.), Iqbāl Barakah, Sāmyah Qadrī (Dr.), Farīdah al-Naqqāsh and Huwaydā 'Adlī Rūmān (Dr.).
14 religious men from Christian and Islamic institutions, for example: Muftī of the Republic, Mahmūd Hamdī Zaqzūq (Dr.), Mahmūd 'Azab, ‘Abd al-Mu‘tī Bayyūmī (Dr.), ‘Abd Allāh al-Najjār (Dr.) and ‘Alī al-Sammān (Dr.). And further on: Bishop Mūsá, Bishop Marqus, Bishop Yūhannā Qultah Sa‘īd, Andrea Zakī (Dr.) and Munīr Hannā Ānīs (Dr.). Also: Muhammad al-Durīnī and two representatives of the school of Sufism.
10 members of civil institutions, such as, Bahī al-Dīn Hasan (Dr.), Nabīl Hilmī (Dr.), Wahīd ‘Abd al-Majīd (Dr.), Hāfiz Abū Si‘dah (Mr.), Nijād al-Bura‘ī (Mr.), Husām Bahjat (Dr.), Amīn Fahīm, Ayman 'Uqayl, Sihām Nijm and Najīb Khazām.
10 persons of the media figures and artists, for example: ‘Imād Al-Dīn Adīb, Sa‘d Hajras, Louis Greis, Mustafá Bakrī, Hilmī al-Nimnim, Muhammad Subhī, Is'ād Yūnis, Khayrī Bishārah, Yahyá Al-Fakharānī and Samīr Sayf.
20 public persons of societal credibility, such as: Murād Wahbah (Dr.), Jamīl Matar, Mustafá al-Fiqī (Dr.), ‘Abd al-Ghaffār Shukr (Dr.), Ahmad Bahā’ al-Dīn Sha‘bān, Ahmad al-Jammāl, Ahmad Yūsuf Ahmad (Dr.), ‘Imād Abū Ghāzī (Dr.), Jābir ‘Asfūr (Dr.), Amīn Makram ‘Ubayd (Dr.), Hāzim Husnī (Dr.), Salāh ‘Īsá, Hudá 'Awad Rāghib, Khālid Muntasir (Dr.), Lamīs Jabr (Dr.), Manār al-Shurbajī (Dr.), Muhammad Mujāhid Al-Zayāt (Dr.), Samīr Makārī (Dr.) and Tāriq Hijjī (Dr.).
10 presidents of parties which are popular and have historical experience in public work: The Freedom and Justice Party (FJP), Al-Nūr Party, Al-Tajammu' Party, a representative of the Egyptian Bloc, the Al-Karāmah Party and the Nasserist Party.
10 representatives of unions such as: the Arab Writers Union (AWU) or the Federation of Egypt Industry (FEI), etc and syndicates like: Syndicate of Journalists, Egyptian Medical Syndicate (EMS), Egyptian Syndicate of Engineers, Egyptian Pharmacist Syndicate, Syndicate of Commercial Professions, Union of Social Workers, etc.
